Under Secretary for Economic Growth, Energy and the Environment


Under Secretary Krach participated in the third annual joint review of the U.S.-EU Privacy Shield Framework, led by Secretary of Commerce Ross, in Washington, D.C. in his role as the Privacy Shield Ombudsperson.  Under Secretary Krach discussed the continued importance of the Privacy Shield Program, which facilitates trade and investment between the United States and Europe while complying with data protection requirements.  At the meeting, the United States reaffirmed its commitment to protecting personal data and ensuring the ongoing success of the Privacy Shield Framework.


Robust and enforceable privacy protections are a key component of our economic relationship with countries around the world.  The United States is committed to working in partnership with governments who value privacy to strengthen these important protections.

As Ombudsperson of the U.S.-EU Privacy Shield Framework, Under Secretary Krach facilitates processing of requests from EU individuals relating to national security access to data transmitted from the European Union to the United States.  He ensures that completed requests are processed and resolved in accordance with applicable laws and policies.


Under Secretary Krach brings extensive private sector experience to this role.  From 2009 to 2019, he managed an electronic signature and digital transaction management solutions company, which became an industry leader in providing secure, protected digital tools to a wide variety of users.


Prior to his confirmation, Assistant Secretary for Economic and Business Affairs Manisha Singh was Ombudsperson of the U.S-EU Privacy Shield Framework in her role as Acting Under Secretary for Economic Growth, Energy and the Environment. Under Secretary Krach thanks Assistant Secretary Singh for her exemplary work to ensure the high standards for privacy and data protection agreed to by the United States and the European Union were upheld throughout her tenure.
